Well it is already a HD (720) TV... To get HD signals you will have to either get an HD antenna (if you live close enough to station that broadcast HD) Or subscribe to Comcast/Fios/Direct TV with HD service costing extra.
You have 2 HDMI inputs (source 1 source 2)
Now your PC most likely has a VGA output...

You can get something like this to make it all work flawlessly as scaling is a problem with this transition.

A more simpler way around this is to get a new video card for your computer that has dual output, VGA and HDMI this way you only need a cable
